JORDAN VALLEY, West Bank (Reuters) -Palestinian Bedouins accused Israeli settlers on Friday of killing 117 sheep in an overnight attack and stealing hundreds of others in an apparent effort to chase farmers off their land in the occupied West Bank.

The incident comes amid what the United Nations described this week as intensifying attacks by Jewish settlers and security forces against Palestinians in the West Bank and record mass displacements.

The Israeli army did not respond to a request for comment about the mass slaughter of the animals belonging to the Arab al-Kaabaneh Bedouin community, in the Jordan Valley.

Veterinarians were called in to treat a handful of sheep which had survived the knife and gun attack, some of the animals shaking uncontrollably and in apparent shock.

Salem Salman Mujahed, a resident of Arab al-Kaabaneh, said multiple groups of settlers working in coordination had orchestrated the assault, and accused the army of standing by.

“(Settlers) came near the houses. I asked them what are you doing here then we started fighting with each other,” he said. “The army detained me, and they handcuffed me.”

He said other groups of settlers then attacked the sheep, which are vital to his community’s survival.

Reuters was unable to independently verify who was responsible for the attack.

Palestinian Minister Moayad Shaaban condemned the incident, calling it part of a broader strategy to displace Palestinians from the region.

The United Nations reported this week that mass displacements in the West Bank had reached levels unprecedented since Israel first took military control of the territory nearly six decades ago.

The U.N. Office of the High Commissioner for Human Rights in Geneva also said there had been 757 settler attacks on Palestinians or their properties since January – a 13% increase from the same period last year.

At least 964 Palestinians have been killed by Israeli forces and settlers in the West Bank, including East Jerusalem, since the start of the war in Gaza in October 2023. Over the same period, 53 Israelis have been killed in attacks by Palestinians or in armed clashes.

The U.S. Ambassador to Israel Mike Huckabee demanded this week a full investigation into the killing of a Palestinian American who was beaten to death by settlers in the West Bank on July 11, describing it as a “criminal and terrorist act”.

The United Nations’ highest court said last year that Israel’s occupation of Palestinian territories, including the West Bank, was illegal and should end as soon as possible.

Israel disputes this, citing security needs as well as historical and biblical ties to the land, which it captured in the 1967 Middle East war. The West Bank is among the territories Palestinians seek for an independent state.

BEIJING (AP) — China’s Education Ministry issued a safety warning for Chinese students in the Philippines after what it said were a series of criminal incidents targeting them.

The brief warning Friday did not identify any specific incidents but told students to increase their safety awareness should they choose to study in the Philippines. The number of Chinese students in the country was not given but enrolments have fallen to just a few hundred in recent years, according to the Hong Kong newspaper South China Morning Post.

Relations between the governments of China and the Philippines are particularly tense due to disputes over maritime claims in the South China Sea, which China claims almost in its entirety. China has used water cannons and other non-lethal shipboard deterrents to drive off Philippine fishing boats.

Undersecretary Claire Castro of the Presidential Communications Office said on Friday that China has the right to issue such an advisory but underscored that the crime rate in the Philippines has been falling and “safety and security in the Philippines, we can say, have been improving as far as we are concerned.”

Police response to public concerns over crime has been fast. Crimes sparked by Chinese online gambling have declined or have been eradicated and many Chinese suspects have been deported by the Philippines, Castro told a daily news briefing.

In February a 14-year-old Chinese student was kidnapped in Manila by a Chinese-led gang, which killed his driver and cut off the student’s finger in a bid to force his parents to pay a huge ransom. The Philippine interior secretary said the student’s family and the Chinese leader of the kidnappers were allegedly former operators of lucrative online gambling outfits.

Politically, China has dismissed a U.N.-backed court decision in The Hague that ruled out most of China’s claims in the South China Sea and has expressed resentment over close ties between the U.S. and Manila.

President Donald Trump on Wednesday once again ripped a reporter to their face, this time after they dared to bring into question the idea that his supporters are completely and utterly behind every move he makes.

Trump was taking questions during the unveiling of new flag poles outside the White House when CNN White House correspondent Alayna Treene asked him about the split in MAGA ranks over his increasingly hawkish backing of Israel in its war with Iran.

Treene began by noting, “Mr. President, some of your supporters are splitting on the U.S. response to…,” before Trump cut in and deployed his usual tactic of demanding to know, “Who are you with?”

While the Protestant world is making concessions to Rome, and danger is increasing on every hand, let us arouse to comprehend the situation, and to see the contest before us in its true bearings. U.S. Secretary of State Marco Rubio and Defense Secretary Pete Hegseth had been expected to meet their Japanese counterparts in Washington on July 1 for annual 2+2 security talks.

But Tokyo scrapped the meeting after the U.S. side asked Japan to boost defense spending to 3.5 per cent of GDP, higher than an earlier request of 3 per cent, the paper cited unnamed sources familiar with the matter, including two officials in Tokyo, as saying.

A U.S. official who did not want to be identified confirmed Japan had “postponed” the talks but said the decision was made several weeks ago. The source did not cite a reason. A non-government source familiar with the issue said he had also heard Japan had pulled out of the meeting, but not the reason for it doing so.

U.S. State Department spokesperson Tammy Bruce said she had no comment on the FT report when asked about it at regular briefing, and the Pentagon also had no immediate comment.

Nuclear-armed fighter jets will be sent to an airbase near France’s German border by 2035, Emmanuel Macron said in a sign of his country’s willingness to extend its deterrent to protect Berlin from Russia.

In a speech at the Luxeuil-les-Bains base, Mr Macron said France would buy more Rafale warplanes as Donald Trump was holding controversial ceasefire talks with Vladimir Putin without Ukraine.

The French president later travelled to Germany to meet Friedrich Merz, the incoming Chancellor, who secured parliamentary backing for an unprecedented debt package to lavish over a trillion euros on the country’s run-down military and infrastructure.

The chancellor-in-waiting has said he will ask France and the UK for shelter under their nuclear umbrellas, if the US pulls out of Nato, and urges Europe to stand on its own two feet on defence.

By 2035, Luxeuil-les-Bains will become “the first base to receive the next version of the Rafale and its hypersonic nuclear missile”, Mr Macron said.

“Our country and our continent will have to continue to defend themselves, to equip themselves, to prepare if we want to avoid war.

No one can say what will happen in the coming months and years. What I want is for us to be ready. What I want is for us to be protected.”

France spends about 2 per cent of GDP on defence but Mr Macron wants to increase that to 3.5 per cent.

He said France would invest nearly €1.5 billion to adapt the base, which the Elysée said plays “a central role in protecting the interests of the Transatlantic Alliance [Nato] and beyond”.

European leaders are horrified that Mr Trump has begun negotiations with Russia without both Ukraine and Europe present.

The US president’s apparent adoption of Kremlin talking points, such as blaming Ukraine for the invasion, has exacerbated European fears over the country’s reliability and the continent’s dependence on US arms.

Unlike the UK’s Trident, which requires US support, France’s deterrent is truly independent.

Mr Macron has been urging Europe to build its ability to act independently of Washington since Mr Trump’s first term in office. At the weekend, he said he wanted to offer Europeans the Dassault-made Rafales as an alternative to US F-35 jets

On March 6, France offered its nuclear shield to EU allies at a European Council summit in Brussels, sparking fury at the Kremlin, which compared him to Napoleon.

The French president had twice before offered his country’s deterrent to EU allies before Mr Merz said he wanted to discuss it seriously shortly before his election victory last month.

Poland is among the other EU members open to considering the idea, which would require a change in French nuclear doctrine. Paris insists the final decision on whether to use the bomb would be its alone.

In February, The Telegraph reported that France was considering deploying fighter jets carrying nuclear arms to Germany to send a message to Putin.

Merz already changing Germany’s outlook

On election night, Mr Merz, a staunch Atlanticist, dramatically broke with Washington, calling for Europe to achieve “real independence” from the US.

After the Bundestag backed the centre-Right politician’s plan to relax strict fiscal rules, he said it was “the first major step towards a new European defence community”.

He needed a two-thirds majority in the Bundestag to pass the legislation due to the fact that it required a change to the country’s constitution, which imposes strict limits on borrowing.

LONDON (AP) — British Prime Minister Keir Starmer rallied his European counterparts Sunday to shore up their borders and throw their full weight behind Ukraine as he announced outlines of a plan to end Russia’s war.

Starmer’s exhortation to 18 fellow leaders that they need to do the heavy lifting for their own security comes two days after U.S. backing of Ukraine appeared in jeopardy when President Donald Trump lashed out at Ukrainian President Volodymyr Zelenskyy and said he wasn’t grateful enough for America’s support.

The meeting had been overshadowed by the extraordinary scolding that took place on live television at the White House. Starmer used the opportunity as part of his broader effort to bridge the gap between Europe and the U.S. and also salvage what had seemed like the start of a peace process before Friday’s spat.

Starmer said he had worked with France and Ukraine on a plan to end the war and that the group of leaders — mostly from Europe — had agreed on four things.

The steps toward peace would: keep aid flowing to Kyiv and maintain economic pressure on Russia to strengthen Ukraine’s hand; make sure Ukraine is at the bargaining table and any peace deal must ensure its sovereignty and security; and continue to arm Ukraine to deter future invasion.

Finally, Starmer said they would develop a “coalition of the willing” to defend Ukraine and guarantee the peace.

“Not every nation will feel able to contribute but that can’t mean that we sit back,” he said. “Instead, those willing will intensify planning now with real urgency. The U.K. is prepared to back this with boots on the ground and planes in the air, together with others.”

It is far from certain whether Russian President Vladimir Putin will accept any such plan, which Starmer said would require strong U.S. backing. He did not specify what that meant, though he told the BBC before the summit that there were “intense discussions” to get a security guarantee from the U.S.

Temporary pause and then Putin comes again

“If there is to be a deal, if there is to be a stopping of the fighting, then that agreement has to be defended, because the worst of all outcomes is that there is a temporary pause and then Putin comes again,” Starmer said.

Starmer said he will later bring a more formal plan to the U.S. and work with Trump.

Before arriving in London, French president Emmanuel Macron suggested in an interview with a French newspaper that he and Starmer are proposing a “truce in the air, on the seas and energy infrastructures” that would last a month.

There would be no European troops in the coming weeks and troops would only be deployed on the ground at a later stage, he said.

The question, Macron said, is “how we use this time to try and get an accessible truce, with negotiations that will take several weeks and then, once peace is signed, a deployment.”

Two diplomatic steps forward, one back

Europe has been anxious since Trump initiated direct peace talks with Putin, who had been isolated by most Western leaders since invading Ukraine three years ago. The scramble to remain relevant and protect European interests as their once stalwart ally appeared to be cozying up to Putin was even more troubling when Trump called Zelenskyy a dictator and falsely said Ukraine started the war.

Meetings last week had provided some hope — until Zelenskyy’s trip to the White House on Friday.

Starmer and Macron entice Trump to a Catastrophic “turning point,”

Visits to the Oval Office by Starmer and Macron, who had declared his visit a “turning point,” were seen as steps in the right direction. The meetings were cordial and Trump even took a gentler tone toward Ukraine, though he would not commit to providing U.S. security guarantees and maintained that Europe would need to provide peacekeeping troops.

Within 12 hours of Starmer’s return from Washington, the talk of peace seemed to collapse as Trump and Vice President JD Vance berated Zelenskyy for challenging Trump’s assertions that Putin could be trusted.

During his Sunday press conference, Starmer rejected the suggestion that the U.S. was no longer a reliable ally.

“There are no two countries as closely aligned as our two countries and our defense, our security and intelligence is intertwined in a way no two other countries are, so it’s an important and reliable ally for us,” he said.

Starmer does not trust Putin

Starmer told the BBC before the summit that he does not trust Russian President Vladimir Putin but does trust Trump.

Italian Premier Giorgia Meloni said she was sorry for what happened with Zelenskyy in Washington. Meloni is both a strong Ukraine supporter and — as head of a far-right party — she is a natural ally of Trump. She was the only European leader to attend his inauguration.

She said told reporters following the meeting that Europe must remain focused on its common goals and that “dividing the West would be disastrous for everyone.”

“We need to work to reinforce our unity, and I think that Italy can play a role, not just in its own interest, but in everyone’s,” she said. “I don’t want to take any other scenario into consideration.”

Starmer hosted the meeting at Lancaster House, a 200-year-old mansion near Buckingham Palace, following his charm offensive with Macron to persuade Trump to put Ukraine at the center of negotiations and tilt his allegiances toward Europe.

Leaders from Germany, Denmark, Italy, Netherlands, Norway, Poland, Spain, Canada, Finland, Sweden, the Czech Republic and Romania were at the summit. The Turkish foreign minister, the NATO secretary-general and the presidents of the European Commission and European Council were also in attendance.

Turning Ukraine into a ‘steel porcupine’

Starmer used sweeping terms to describe the challenge ahead, saying Europe was at a crossroads in its history and needed to step up to meet “once in a generation moment.”

European Commission president Ursula von der Leyen emerged from the meeting and said she would present a plan to “rearm Europe” to bolster the bloc’s security after a long period of underinvestment.

As for the future of war-torn Ukraine, von der Leyen said it needs security guarantees.

“We have to put Ukraine in a position of strength so that it has the means to fortify itself and to protect itself,” von der Leyen said. “It’s basically turning Ukraine into a steel porcupine that is indigestible for potential invaders.”

Last week, Starmer pledged to boost military spending to 2.5% of gross domestic product by 2027. Other European nations may follow suit.

Starmer pledged to supply more arms to defend Ukraine, announcing that the U.K. will use 1.6 billion pounds ($2 billion) in export financing to supply 5,000 air defense missiles.

European leaders are grappling with how to handle icier relations with the U.S. since President Donald Trump regained control of the White House this year.

The Europeans have a serious problem of readiness … that they’re trying to fix, but it takes time,” Camille Grand, a former NATO official who is now with the European Council on Foreign Relations, said in a Washington Post report Sunday. “If Trump decides ‘I’m going to pull out U.S. troops from Germany because I’m upset with the trade imbalance,’ that’s much more complicated to manage than to say we have a plan to do this within X years.”

The comments come as European leaders have become increasingly anxious about the future of the security of the continent in the second era of Trump, with the Washington Post reporting that leaders are wary that the American president is too friendly with Moscow and that they widely expect him to pull back roughly 20,000 U.S. troops that were deployed to the continent by former President Joe Biden in the aftermath of Russia’s full-scale invasion of Ukraine.

“I would not be surprised if at some point [those troops] go back to their home base in America,” a NATO diplomat told the outlet while noting that those troops were sent to Europe at the height of an emergency and that their exit “would be, so to speak, a return to normalcy.”

The current number of U.S. troops in Europe has fluctuated between 75,000 and 105,000 since 2022, according to data from the Center for Strategic and International Studies (CSIS), with the higher end of that number being a result of the surge of forces into the region ordered by Biden.

But fears persist that those numbers could fall even more rapidly than expected under Trump, despite assurances from Trump administration officials that there are no imminent plans for a large reduction of forces on the continent.

Those fears have been buoyed by recent events, including Vice President JD Vance’s remarks at a security conference in Munich in which the American leader scolded European leaders for their alleged break from shared values such as freedom of speech and Trump’s widening rift with Ukrainian President Volodymyr Zelenskyy.

Indeed, the U.S. military footprint in Europe has already fallen drastically since the end of the Cold War, the CSIS data shows. At the height of hostilities between the U.S. and the Soviet Union in the 1950s and 1960s, the U.S. had nearly 500,000 troops deployed to the continent. There were still roughly 350,000 U.S. troops in Europe at the start of the 1990s and the end of the Cold War, a number that fell further to more than 100,000 at the turn of the century.

Despite the consistent warnings, European leaders now fear that the timeline to move troops from the continent could accelerate further under Trump, leaving holes in European security countries they are not yet able to fill.

Nduhungirehe also announced that foreign ministers of the concerned countries will meet soon to elaborate on a roadmap for resuming the talks between M23 and the Congolese government.

The UK announced punitive measures for Rwanda for its alleged support for M23, including suspending direct financial aid and stopping high-level attendance at events hosted by Rwanda’s government, as well as suspending defense cooperation.

Last week, the US also announced economic sanctions against Rwanda’s Minister of State for Regional Integration, James Kabarebe, a former army commander, saying he was central to his country’s support for the M23 rebels.

The EU last week summoned the ambassador of Rwanda, and the bloc’s foreign policy chief Kaja Kallas said the EU urged Rwanda to withdraw its troops from eastern Congo, suspended the defense consultations, and decided to review the memorandum of understanding on critical raw materials.

The M23 group has intensified its territorial control in eastern Congo since December, seizing the provincial capitals of Goma and Bukavu.

Blue Origin’s next crewed flight mission aboard its tourism rocket, expected to lift off this spring, will carry an all-female crew to space.

Journalist Gayle King, singer Katy Perry and bioastronautics research scientist Amanda Nguyen are among the six-person crew who will launch on the New Shepard vehicle. They will be joined by Aisha Bowe, a former NASA rocket scientist and CEO of STEMBoard, and Kerianne Flynn, a film producer who has conducted nonprofit work with The Allen-Stevenson SchoolThe High Line and Hudson River Park.

Lauren Sánchez, a pilot, journalist and vice chair of the Bezos Earth Fund, “brought the mission together” and will also be on the flight, according to Blue Origin. Sánchez is also engaged to the company’s founder, Jeff Bezos.

The prime minister urged the world to act and to impose “dissuasive sanctions” amid mass displacements and summary executions.

“It is impossible to describe the screams and cries of millions of victims of this conflict,” she added.

In the opening remarks at the 58th UN Human Rights Council in Geneva, UN chief Antonio Guterres said that human rights around the world are being “suffocated” and referred to horrifying human rights abuses in the DRC.

Since the start of the year, the DRC has faced back-to-back losses in North and South Kivu provinces, fueling criticism of the authorities’ military strategy.
